Empirical Analysis on Evaluation and Monitoring Indicator System of Constructing to a Science and Technology Powerful Province
The evaluation and Monitoring on the constructing of a science and technology powerful prov-ince is an important means to evaluate the realization of the objectives.This study aims at the construc-tion needs of Hubei Province with S&T powerful province,determines the evaluation and Monitoring objectives and contents,carries out the research on the evaluation and Monitoring Indicator system.According to the empirical analysis,Hubei has a relatively balanced performance in the five elements of building a S&T powerful province,but there is a big gap with the advanced and developed regions.To build a S&T powerful province,it still needs to be comprehensively improved in all aspects.The em-pirical analysis results also show the advantages and key constraints of Hubei in promoting the con-struction of a S&T powerful province.Through evaluation and continuous monitoring and analysis,it can improve the scientificity of the science and technology competent department in formulating science and technology policies and development strategies,and play an important supporting role in improving the governance capacity and level of regional science and technology innovation.
