良好的科技人才发展环境有利于区域经济的增长和科技的进步.通过构建科技人才发展环境评价指标体系,分析了河北省科技人才发展环境的整体特征、变动趋势及空间差异.研究发现:①文化科创环境对河北省科技人才发展环境的影响最大,人口活力环境次之,其后依次是经济结构环境、规模效应环境和社会生态环境.②从变动趋势来看,河北省科技人才发展环境呈现出 2000-2011 年波动上升,2012-2017 年波动下降,2017-2021 年先小幅上升后下降再上升的 N 型发展轨迹,其中人口活力环境、社会生态环境和文化科创环境的变动幅度较大,但基本上也呈现 N型发展轨迹.③从空间差异来看,与全国其他地区相比,河北省科技人才发展环境处于较低水平,其中经济结构环境和人口活力环境较差制约了河北省科技人才发展环境的发展.
Research on Evaluation and Measurement of the Development Environment for Science and Technology Talents in Hebei Province
A favorable environment for the development of scientific and technological talent contributes to the growth of regional economy and advancement of technology.By constructing an evaluation index system for the development environment of scientific and technological talents,the overall characteris-tics,changing trends,and spatial differences of the development environment of scientific and techno-logical talents in Hebei Province were analyzed.It is found that:①the cultural science and innovation environment has the greatest influence on the environment for the development of scientific and techno-logical talents in Hebei Province,followed by the population vitality environment,and then the eco-nomic structure environment,the scale effect environment and the social and ecological environment in the following order.②From the perspective of changing trends,the development environment of scien-tific and technological talents in Hebei Province has shown a fluctuating upward trend since 2000,in which the population vitality environment,social and ecological environment and cultural and scientific and creative environment have shown a faster upward trend.③From the viewpoint of spatial difference,compared with other regions of the country,the development environment of scientific and technologi-cal talents in Hebei Province is at a lower level,among which the economic structure environment and population vitality environment are poorer,which is the biggest weakness of the development environ-ment of scientific and technological talents in Hebei Province.
