江苏高端装备产业链"断链"风险预警与财政政策机制设计研究

摘要
随着江苏高端装备制造业的快速发展,着力提升江苏高端装备产业链韧性和安全水平,实施产业链重塑成为了新时期产业链现代化的重点任务.针对江苏高端装备产业链自主可控机制建设不足之处,从"四个方向""四链融合""四项任务"与"四大抓手"等角度出发,采用多属性决策、财政政策工具、系统动力学、数据包络分析等方法,构建江苏高端装备制造业产业链自主可控指标评价体系,完善江苏高端装备产业链"断链"风险预警与财政保障政策机制.据此,提出了加快补短板、堵漏洞、强弱项;有效应对外部打压、围堵和遏制;提升产业链韧性和安全水平;加快形成新质生产力,增强发展新动能等政策建议.
Abstract
With the rapid development of Jiangsu's high-end equipment manufacturing sector,the mod-ernization of the industrial chain is a pivotal task for the province in the new era.Addressing the short-comings of Jiangsu's high-end equipment industrial chain,this study proposes a systematic approach,encompassing four key steps:orientation,integration,operation,and regulation.This paper uses sys-tem dynamics models,data envelopment analysis,and measurement models to construct an evaluation system for the independent and controllable ability of Jiangsu's high-end equipment industrial chain.It aims to enhance risk warning mechanisms and financial policies,thereby mitigating vulnerabilities,strengthening weak links,creating new-quality productive forces,and enhancing the industry's overall resilience and safety against external pressures.
