Research on the Coupling Relationship Between Digitally Empowered Government Service Platforms and Institutional Integration Innovation:A Case Study of Hainan Free Trade Port
Digital technology is the core driving force for promoting institutional integration innovation and facilitating the high-quality construction of free trade ports.However,digital government plat-form serves as an important carrier for promoting institutional integration innovation,the relationship between it and institutional integration innovation has received little attention from academia.The lack of relevant research limits our comprehensive understanding of the mechanism and practical effect of digital government platform in the process of institutional integration innovation.This paper adopts the embedded case study method to deeply analyze the mechanism of Hainan Free Trade Port using digital government platform to promote institutional integration innovation,and discusses the endogenous coupling relationship of digital government platform to drive institutional integration and innovation.The research finds that the two—way support between the digital government platform and institution-al integration innovation achieves the coupling effect of innovation,and the endogenous coupling rela-tionship between the two has the characteristics of spillover,which is mainly manifested as relying on digital technology,taking process reengineering as the form,improving the innovation effect as the re-sult,and improving the government service ability as the ultimate goal.The research not only enriches the relevant research of institutional integration innovation and digital government affairs platform,but also provides practical inspiration for Hainan Province to empower government affairs platform and promote institutional integration innovation through digital technology.
