3个层面科技协同促进粮食产业的发展

保障粮食安全、促进粮食产业发展壮大是建设农业强国、实现乡村振兴的应有之义,而这需要以科学技术为代表的新质生产力的强有力支撑.综述了中国粮食产业科技水平与发达国家和跨国粮商之间存在的差距,以及面临科研资源有限且分散、科研成果转化率有待提升、科技成果应用后续服务欠缺等现实.提出应从3个层面促进粮食产业的科技协同,即科技研发的全国层面协同、科技成果应用的省域层面协同和科技服务的县域层面协同.通过3个层面的科技协同,促进现有科研资源的优化组合和成果的高效利用,形成以科技成果加快培育粮食产业新质生产力的体制机制,推进中国农业强国建设和粮食产业高质量发展进程.
Study on promoting the coordination of science and technology of grain industry at three levels
Ensuring food security and promoting the growth of the grain industry is an essential part of building a strong agricultural country of China and realizing rural revitalization,which requires the strong support of new quality productive forces represented by science and technology.In this paper,it reviews the big gap in the scientific and technological level of grain industry between China and developed countries and transnational grain merchants,and the reality China faced,including limited and scattered scientific research resources,the conversion rate of scientific research achievements to be improved,and the lack of follow-up services for the application of sci-tech achievements.In this regard,it proposes that the scientific and technological coordination of grain industry should be promoted at three levels,namely,coordination of sci-tech research and development at the national level,coordination of the application of sci-tech achievements at the provincial level and coordination of sci-tech services at the county level.Through the sci-tech coordination at these three levels,the optimal combination of existing scientific research resources and the efficient utilization of achievements will be improved,to form new quality productive forces accelerated by sci-tech achievements in the grain industry,and promote the construction of China as a strong agricultural country and the high-quality development of its grain industry.
