摘要
基于创新价值链的角度,通过分析政策文本和作者多年从事科技创新平台管理调研数据,对我国主要科技创新平台的发展现状进行总结,找出其主要存在问题并提出优化建议.研究发现我国主要科技创新平台存在功能定位不清晰、管理部门协调难、共享共建的协同机制不完善等问题,提出明确优化科技创新平台功能定位、建立协同发展委员会、优化基础研究类基地布局投入和完善基地间资源共享流通机制等建议.
Abstract
Based on the perspective of the innovation value chain,this paper analyzes the development status of China's major scientific and technological innovation bases by collecting policy texts and secondary data,identifying the main problems and putting forward optimization suggestions.The research found that the function orientation of the scientific and technological innovation base is unclear;management coordination is difficult,and the collaborative mechanism for sharing and co-construction is not perfect.The suggestions were put forward to clearly optimize the function orientation of the scientific and technological innovation base,establish a collaborative development committee,optimize the layout and investment of the basic research base,and improve the resource sharing and circulation mechanism between the bases.
