Analysis of the Role Mechanism of Data Openness on Regional Innovation Capacity:Based on the Mediating Role of the Convenience of Government Services
Based on provincial panel data from 2014 to 2021,this study explores the impact of data openness on regional innovation capabilities and the convenience of government services,as well as the mediating role of the latter in the relationship between data openness and regional innovation capabilities.Evaluation indices for regional innovation capabilities,data openness,and the convenience of government services are constructed to perform baseline regression,mediation effect,and heterogeneity analysis.Robustness tests are conducted by replacing the dependent variable,using first-order lag,and narrowing the regional sample in model estimation.The results show that data openness significantly improves regional innovation capabilities,influencing them through the convenience of government services.This mechanism works by enhancing operational efficiency through data openness,thereby stimulating the potential convenience of government services and accelerating the pace of market entities,thus empowering regional innovation.Additionally,regional characteristics affect the extent to which data openness is effective,with areas that have a higher benefit from demonstration and promotion of government services gaining more from the development of data openness.Based on these findings,suggestions are offered,such as refining the top-level design of data openness,adopting a government services model with diverse participation from government and enterprises,strengthening the construction of new infrastructure,and increasing investment in regional innovation fields.
