On the Policy Space of Regional Innovation-driven High-quality Development in the Perspective of Smart Specialization
By systematically retracing the theoretical trajectory of innovation-driven high-quality development,this study reveals the pivotal role of regional innovation in achieving high-quality development.Introducing smart specialization as the framework,this article use case studies and comparative analysis methods to analyzes smart specialization practice worldwide which can support high-quality development in regional innovation.The findings indicate that smart specialization theory provides a solid theoretical foundation for promoting high-quality regional innovation.Specifically,it suggests constructing a policy framework tailored to the high-quality development stage,emphasizing flexible combinations of innovation policies,efficient capital support systems,and transparent operational regulatory models.This approach aims to establish a high-quality institutional supply capacity,effectively supporting regional innovation for high-quality development which would offer valuable references and policy insights for policymakers.
