The Change and New Trend of Scientific and Technological Innovation Policy in Japan
In 2020,Japan's Basic Law of Science and Technology was revised and renamed as the Basic Law of Science and Technology Innovation.However,its latest trend still needs to be improved.By summarizing the main framework characteristics and innovation models of Japan's science and technology innovation policies,analyzing its changes and new trends in innovation policies,it is found that Japan's scientific and technological innovation model has changed from a traditional linear model to goal-oriented,from the perspective of science and technology to the level of new ecosystem.It also has moved from focus solely on technological research and development to emphasizing on comprehensive knowledge innovation integrating humanities,social sciences,and natural sciences.Furthermore,it presents a transition in innovation subjects from industry-academia-government collaboration to a collaboration involving industry,academia,government,and the public.This transformation is somewhat similar to the current scientific and technological path taken by China.Therefore,drawing on the experiences of Japan,some enlightenment for China's science and technology innovation policy are proposed,including improving the laws and regulations of science and technology innovation policy,enhancing the horizontal coordination of stakeholders,and enabling the integration of science and technology,humanities and social sciences.
