中国欠发达地区科技创新高质量发展的现状与思考:国内外经验总结与启示

与发达地区相比,目前中国欠发达地区在科技创新高质量发展方面暴露出了一些问题.为推动其构建科技创新高质量发展路径、实现经济转型与跨越式发展,以泛珠江三角洲地区为对象,对该区域内欠发达地区科技创新高质量发展存在问题进行分析,"以小见大",探讨中国欠发达地区科技创新高质量发展路径.界定广西、海南、四川、贵州和云南为欠发达地区,基于对泛珠江三角洲各省份有关科技创新指标的调研与统计,并结合对国内外欠发达地区相关经验的总结分析,研究提出中国欠发达地区高质量发展科技创新的对策建议.研究发现,当前泛珠江三角洲欠发达地区面临要素投入规模无法满足科技创新需求、科技创新要素配置不均衡、科技创新积极性不够高、科技成果转化机制欠佳等四大困境;借鉴国内如宁夏的区域协同创新、云南玉溪的政府服务型科技创新,以及国外如马来西亚的包容型科技创新、智利的开放式科技创新、南非的集权化科技创新等创新范式,针对中国欠发达地区科技创新的进一步高质量发展,提出聚焦离岸创新、深度融合产业链与创新链、提升政府服务能力、强化创新主体梯队建设等综合创新路径.
The Current Situation and Reflections on the High-quality Development of Scientific and Technological Innovation of Underdeveloped Areas in China:Summary and Enlightenment of Domestic and Foreign Experiences
Compared with developed areas,underdeveloped areas in China have revealed some problems in the high-quality development of scientific and technological innovation(S&T innovation).In order to promote the construction of the high-quality development path of S&T innovation and realize economic transformation and leapfrog development of the underdeveloped areas in China,this paper takes the Pan-Pearl River Delta region as the object,analyzes its problems of the high-quality development of S&T innovation,and"imaging the big from the small",to explore the path of high-quality development of S&T innovation in the underdeveloped areas in China.Defining Guangxi,Hainan,Sichuan,Guizhou and Yunnan as underdeveloped areas,based on the research and statistics on the relevant S&T innovation indicators of the provinces in the Pan-Pearl River Delta,and combining with the summarization and analysis of the relevant experiences of the underdeveloped areas in China and other countries in the world,some countermeasures and suggestions are put forward.The results show that the underdeveloped areas of the Pan-Pearl River Delta are currently facing four major dilemmas:the scale of factor inputs cannot meet the demand for S&T innovation,the allocation of S&T innovation factors is not balanced,the enthusiasm for S&T innovation is not high enough,and the mechanism for transforming scientific and technological achievements is not good enough.On this basis,drawing on innovation paradigms in China,such as regional collaborative innovation in Ningxia and government service-oriented S&T innovation in Yuxi,Yunnan,as well as in other countries,such as inclusive S&T innovation in Malaysia,open S&T innovation in Chile and centralized S&T innovation in South Africa,some comprehensive innovation paths are proposed,such as focusing on offshore innovation,deeply integrating the industrial chain with the innovation chain,upgrading the capacity of government services,and reinforcing the echelon construction of innovation main bodies.
