政府数据治理的逻辑起点、治理过程及核心价值——基于中国式现代化视角
The Logical Starting Point,Governance Process,and Core Values of Government Data Governance:Based on the Perspective of Chinese-style Modernization

摘要
政府数据治理关注通过推动政府数据开发利用和支持数据要素市场化配置,以释放数据价值.中国政府数据开放共享向规模化开发利用的演进过程,恰当地诠释中国式现代化的实践道路.基于"以人民为中心"的根本价值取向与"有为政府与有效市场结合"体制保障,通过述评政府数据治理、数据价值和中国式现代化相关研究,引入政府数据治理长效机制,探讨政府数据治理的逻辑起点、治理过程和核心价值,并基于此提出"需求-数治-价值"视角的政府数据治理的价值实现模型,即以满足多主体现实需求、潜在需求和生态需求,实现人民对美好生活的向往为逻辑起点,推动"数治制度建设—数据创新体系—落实治理活动"长效机制建立,使有为政府与有效市场能够满足各领域内场景一体化态势发展,实现公共价值与商业价值并举.
Abstract
Data governance of government pays attention to releasing the commercial value of data by developing and utilizing government data and supporting market-oriented allocation of data resources.The large-scale development and utilization evolution of the data opening and sharing of Chinese government properly reflects the practice of Chinese path to modernization.Based on the fundamental value orientation of"people-centered"and the institutional guarantee system of"combination of conditionally active government and efficient market",this paper introduces a long-term mechanism of government data governance by reviewing relevant studies,including government data governance,data value and Chinese path to modernization,to discuss the logical starting point,governance process,and core values of government data governance.On the basis of this,a value realization model for government data governance from the perspective of"demands-digital governance-values"is proposed.The model takes the satisfaction of the real,potential,ecological needs of multiple subjects,the realization of people's aspirations for a better life as the logical starting point,and promotes the building of the long-term mechanism of"digital governance system establishment-data innovation system-governance activities implementation".It helps both conditionally active government and efficient market develop aiming to meet integration of scenarios of various fields,thereby achieving a balance between public value and commercial value.
