基于废水减排的黄河流域城市偏向性技术进步时空演进趋势研究

废水排放减量化是提高黄河流域水质的重要途径之一,而减少流域内的废水排放有赖于相关技术的进步,因而偏向于废水减排的技术进步对实现黄河流域生态保护和高质量发展具有重要意义.基于此,以黄河流域97个城市为研究对象,构建废水减排偏向性技术进步指标体系,利用非参数法测算2010-2020年黄河流域总体及上中下游区段城市的废水减排偏向性技术进步,并采用Dagum基尼系数、核密度估计、σ收敛和绝对β收敛方法分析黄河流域总体及上中下游区段城市废水减排偏向性技术进步的时间动态演进趋势、空间差异以及收敛特征.结果发现:(1)研究期内黄河流域尚未发生偏向于废水减排的技术进步,废水减排偏向性技术进步发展呈现"发散→收敛"的演化态势;研究期后期废水减排偏向性技术进步对全要素生产率的贡献程度有所降低.(2)2016年后黄河流域内城市间的废水减排偏向性技术进步差异逐渐缩小.(3)黄河流域总体及上中下游区段的城市废水减排偏向性技术进步均存在绝对β收敛,且不同区段的收敛速度呈现为"下游>上游>中游"的态势.基于此,提出黄河流域需在合理范围内调整水污染物排放标准并完善排污权交易的相关制度.
Research on the Spatial-Temporal Evolution Trend of Urban Biased Technological Progress in the Yellow River Basin Based on Waste water Reduction
Outstanding ecological and environmental problems such as deep environmental pollution accumulation and poor water quality compared with the national average are haunting the Yellow River basin.As one of the important ways to improve the water quality of the Yellow River Basin,wastewater reduction depends on the improvement of related technologies.Therefore,unbiased technological progress is of great significance to realize ecological protection and high-quality development of the Yellow River Basin.Based on this,this paper takes 97 cities in the Yellow River Basin as spatial research units,and constructs an index system of biased technological progress in wastewater reduction.Nonparametric method is adopted to measure the urban biased technological progress in wastewater reduction in the Yellow River basin as a whole and respectively its upper,middle and lower reaches from 2010 to 2020 to determine whether technological progress is biased towards wastewater reduction.Moreover,Dagum Gini coefficient,Kernel density estimation,σ convergence and absolute β convergence are used to analyze its dynamic evolution trend,spatial differences and convergence characteristics.Research findings are as follows:(1)Wastewater reduction biased technological progress has not occurred in the Yellow River Basin during the study period the development of wastewater reduction biased technological progress in the Yellow River Basin shows an evolutionary trend of"dispersion → convergence",and the contribution of wastewater reduction biased technological progress to total factor productivity decreases in the late study period.(2)After 2016,the gap in wastewater reduction bias technology progress between cities in the basin gradually narrows,showing a more balanced situation.(3)Absolute β convergence instead of σ convergence is identified in wastewater reduction biased technological progress in the whole basin and the upper,middle and lower reaches of the basin,with the rate of convergence in descending order,lower reaches,upper reaches,middle reaches.Judging from the result,it is proposed that in the Yellow River basin,the discharge standard of water pollutants should be reasonably adjusted and the relevant system of emission trading should be improved.
