创新生态环境下省级科技计划项目管理模式创新发展研究——以山西省为例

在全面系统分析山西省科技计划项目管理模式现状及特点的基础上,通过广泛走访与调研的方式对高校、企业、科研院所等技术密集度较高的人群进行摸底并分析,提炼出山西省科技计划项目管理模式实施过程中存在的主要问题.通过深入剖析存在问题的原因,并借鉴国内外先进经验,提出打造创新生态背景下山西省科技计划项目管理模式创新建议.包括积极组织开展科技战略咨询研究;优化项目凝练方式;强化科技计划项目专员的作用发挥;加强评审专家在项目实施过程的参与度;完善科技计划项目管理信息系统功能;加大关键核心技术攻关项目支持力度;推行以绩效评价为核心的项目支持方式;适度引入市场化绩效评价新方法与监督新机制等.
Research on the Innovation and Development of Provincial Science and Technology Plan Project Management Mode Under Innovative Ecological Environment:Taking Shanxi Province as an Example
Based on a comprehensive and systematic analysis of the current situation and characteristics of the management mode of Shanxi Province's technology plan projects,this paper conducts extensive visits and research to identify and analyze the main problems that exist in the implementation process of Shanxi Province's technology plan project management mode.This paper puts forward suggestions for innovating the management mode of Shanxi Province's technology plan projects under the background of creating an innovation ecosystem by deeply analyzing the reasons for the existing problems and drawing on the advanced experience at home and abroad.Suggestions are put forward as follows:actively organizing research on science and technology strategic consulting,optimizing project condensed approach,strengthening the role of technology plan project assistant director,strengthening the participation of review experts in the project implementation process,improving the functions of the technology plan project management information system,increasing support for key core technology research projects,promoting a project support approach centered on performance evaluation,and moderately introducing new market-oriented performance evaluation methods and supervision mechanisms.
