广东省科技成果转化效率测量与时空特征——基于DEA-Malmquist指数模型

为有效识别广东省科技成果转化的效率与时空特征,促进科技成果更好赋能经济社会高质量发展,运用DEA-Malmquist模型,测算广东省21个地级市在2010-2019年的科技成果转化效率.研究发现,2010年与2019年,全省整体科技成果转化综合效率未达到DEA有效,且 2019 年的综合效率更低;同时,全要素生产率指数普遍波动较大,各市历年全要素生产率指数差异普遍显著,其中技术进步是影响全要素生产率指数的主要指标.基于此,研究提出平衡研发与转化、推动"政产学研金用服"协同、实施差异化的成果转化战略和加强区域交流合作的政策建议.
Measurement and Spatiotemporal Characteristics of the Efficiency of Scientific and Technological Achievements Transformation in Guangdong Province:Based on DEA-Malmquist Index Model
In order to effectively identify the efficiency and temporal and spatial characteristics of the transformation of scientific and technological achievements in Guangdong Province,and promote scientific and technological achievements to better enable high-quality economic and social development.In this study,Dea-Malmquist model was used to measure the transformation efficiency of scientific and technological achievements in 21 cities in Guangdong Province from 2010 to 2019.The study found that in 2010 and 2019,the overall comprehensive efficiency of scientific and technological achievements transformation in the province was not as effective as DEA,and the comprehensive efficiency in 2019 was even lower.At the same time,the total factor productivity index generally fluctuates greatly,and the difference of the total factor productivity index over the years is generally significant among cities,among which technological progress is the main index affecting the total factor productivity index.Based on this,the research puts forward policy suggestions on balancing R&D and transformation,promoting the synergy of"government,industry,university,research,finance and service",implementing differentiated results transformation strategies and strengthening regional exchanges and cooperation.
