为更加准确识别广东省体外诊断产业链"卡脖子"关键技术,提高产业链稳定性、安全性,研究团队对广东省的龙头企业进行访谈,基于创新生态系统理论界定体外诊断产业"卡脖子"技术的内涵,构建包括技术重要性、技术安全性、技术差距性、技术可获得性、技术对接壁垒5个维度的体外诊断产业链"卡脖子"技术识别指标体系.应用该体系,对广东体外诊断产业主要产品的关键原材料及核心零部件进行梳理,分析问题成因,并从创新技术、创新主体、创新生态、创新管理提出补链稳链强链和破解"卡脖子"难题的具体措施.
Stranglehold Technology Identification Mechanism and Cracking Path of In Vitro Diagnosis Industry Chain in Guangdong Province:Based on the Innovation Ecosystem Theory
In order to more accurately identify the key technologies that stranglehold technology in the in vitro diagnostic industry chain in Guangdong Province and improve the stability and security of the industry chain,the research team conducted interviews with leading enterprises in Guangdong Province.In the upstream reagent production sector of the industrial chain,more than 50%of raw materials rely on imports,and in the equipment production sector,the dependence on foreign key core components even exceeds 90%.Based on the innovation ecosystem theory,this paper defines the connotation of stranglehold technology in the in vitro diagnosis industry.It not only refers to technologies that are difficult to overcome in the short term to meet national and regional strategic goals,industry's own needs,and technological development trends,but also includes technologies with bottlenecks,obstacles,and difficulties in the innovation chain cycle,resulting in some core links being restricted by other links.Based on this conclusion,this paper constructs a stranglehold technology identification index system of the in vitro diagnosis industry chain,including the importance of technology,technology safety,technology gap,technology availability,and technology connection barriers,sorts out and analyzes the causes of stranglehold problems of key raw materials and core components.Finally,the paper puts forward the concrete measures to strengthen the chain and solve the stranglehold problem from the perspectives of strengthening technological innovation,building a new industrial structure,optimizing the innovation ecosystem,and strengthening industrial early warning and monitoring.
