The new quality productive forces are evolved on the basis of inheriting, absorbing, and developing the traditional productive forces. It is a new productivity that gives full play to the leading role of scientific and technological innovation under the current goal of high-quality development in China,so as to realize the integration of intelligent, digital, and green,as well as the deep integration of innovation chain, industrial chain, and resource chain. It is a new force in the process of production and creation in the new era,and its formation and development follow the basic logic of conditioned stimulus, organism perception, and behavioral response. However, there is a lack of systematic theoretical explanation and response mechanism research on it.But then,in the stimulus-organism-response(SOR)model,the causality and logic between the stimulus, organism, and response are clear, enabling a good analysis of the cause and response mechanisms of the subversive changes in productivity under the uncertain environment. Therefore, this paper tries to use the SOR model to explain the theoretical logic of the formation and development of new quality productive forces. That is,for its formation, exploring the conditional stimulation from the theoretical and historical perspective, analysing the body perception from the laborer, labor materials, and labor objects, and looking for the behavioral response from the realistic logic.Based on this,the"5R"response mechanism for the formation and development of new quality productive forces is constructed, including the response mechanisms for scientific and technological innovation,high-quality talents, intelligent digital, modernized industry, and new factors.Besides, the specific path of vigorously developing new quality productive forces is also proposed in five aspects:strengthening the drive of scientific and technological innovation, building a team of high-quality talents, perfecting the transmission mechanism of new media, accelerating the cultivation of modernized industries, and strengthening the foundation of resources and facilities.
