Research on the Mode of Environmental Construction of Provincial Labs Based on Talent Aggregation in China
Practice has proved that the provincial laboratory is not only an effective supplement to the national strategic scientific and technological strength,but also an important driving engine for the high-quality development of the region.It is also of great significance for accelerating the cultivation and growth of new quality productive forces.However,researches on provincial laboratories still at an early stage in academia,especially on how to create an enabling environment for talent gathering.Using the literature research method and field observation method,based on the cases and data of 122 provincial labs in 23 provinces across China,and drawing on the building experience of internationally famous labs,this paper analyzes the current status of the environment creation mode of talent ecology in China's provincial labs from the four dimensions of labs'names,sites,spatial planning,and facility allocation.One of the Guangdong provincial labs,the Southern Marine Science and Engineering Guangdong Laboratory(Zhuhai),is taken as an example,to test the role of R&D facility allocation on talent pooling from three levels of target-setting,implementation,and supporting.It is found that environment creation is one of the important features of provincial laboratory building,the international famous laboratories all focus on the naming,site selection,space planning,facility configuration and other aspects to create a first-class scientific research environment.Provincial labs in China are mainly named after a place or a person,the field of research,or the combination of place and the research field,while the naming method tends to be more standard and international.These labs are mostly located in places with beautiful environments,suggesting that the planning and selection of sites have become increasingly scientific and reasonable.As for spatial scale,these labs are adapting themselves to the forms of science parks,and the research and development facilities are characterized by high inputs and platforms shift.However,deficiencies can be found in the building of provincial labs,including insufficient scientific evidence,long-term and consistent investing,and cultural landscape and supporting facilities.In this regard,countermeasures and suggestions such as scientific planning and top-level design,elaborate fund raising,creating a humanistic environment and collaborative innovation to expand operation boundary,etc.
