农业现代化背景下打造现代农业科技创新高地的战略研究——以广州为例

为发挥广州农业科技创新已有基础,突破农业科技创新面临的瓶颈约束,通过文献分析、历史分析、结构分析、趋势分析等研究方法,明确广州打造农业科技创新高地的标高追求与目标定位,明晰打造农业科技创新高地技术路线图,为建设与粤港澳大湾区核心引擎城市地位相匹配的广州现代农业科技创新系统提供参考.在资源与环境的现实条件约束下,通过科技进步实现创新引领和内生增长是推动农业转型升级的根本路径.广州具备打造农业科技创新高地的科技教育及产业优势,在农业科技创新平台建设、农业技术攻关、农业科技成果入乡转化等方面取得显著成效,但较为丰富的科教资源未能很好转化成农业科技创新优势,支持农业基础研究创新的力度不够,农业财政投入水平相对不足,农业产业发展的技术需求存在断链现象,农业科技创新协同机制不充分,农业科技创新与城乡居民高质量发展需求有差距.基于对现代农业科技创新发展新趋势的研判,立足岭南特色和广东实际,在大农业格局加快形成、农业产业转型升级加快、农业资源约束进一步突破和食品消费主权化的大趋势下,提出广州现代农业科技创新高地应定位为种业新品种创制中心、食品科技创新中心、农业科技创新人才高地、技术集成转化创新中心、农业新型装备创制中心和数字农业产业技术中心,要对标国家重大科技战略需求,通过采取瞄准现代农业科技发展前沿,重点发展农业生物制造、农业数智生产、食品安全,同时组织开展农产品加工冷链物流及产业化、设施农业等重点领域科技攻关,推进农业科技成果孵化转化等战略措施加快打造形成.
Strategic Research on Building a National Modern Agricultural Science and Technology Innovation Highland Under the Background of Agricultural Modernization:Taking Guangzhou as an Example
In order to leverage the existing foundation of agricultural science and technology innovation in Guangzhou and break through the bottleneck constraints faced by agricultural science and technology innovation,research methods such as literature analysis,historical analysis,structural analysis,and trend analysis are used to clarify the elevation pursuit and target positioning of Guangzhou's construction of the agricultural science and technology innovation highland,and to clarify the technical roadmap for building an agricultural science and technology innovation highland,in order to provide reference for the construction of a modern agricultural science and technology innovation system in Guangzhou matching the core engine city status of the Guangdong-Hong Kong-Macao Greater Bay Area.Under the constraints of resources and environment,achieving innovation leadership and endogenous growth through technological progress is the fundamental path to promote agricultural transformation and upgrading.Guangzhou has the advantages of science and technology education and industry in building a highland for agricultural science and technology innovation,and has achieved significant results in the construction of agricultural science and technology innovation platforms,agricultural technology breakthroughs,and the transformation of agricultural science and technology achievements into rural areas.However,the relatively abundant science and education resources have not been well transformed into advantages in agricultural science and technology innovation,the support for agricultural basic research innovation is insufficient,the level of agricultural financial investment is relatively insufficient,and there is a disconnection in the technological demand for agricultural industry development,besides,the collaborative mechanism for agricultural science and technology innovation is insufficient,and there is a gap between agricultural science and technology innovation and the high-quality development needs of urban and rural residents.Based on the analysis and judgment of the new trends in modern agricultural technology innovation and development,and based on the characteristics of Lingnan and the actual situation of Guangdong,under the trend of accelerating the formation of the large-scale agricultural pattern,accelerating the transformation and upgrading of the agricultural industry,further breaking through the constraints of agricultural resources,and the sovereignty of food consumption,it is proposed that Guangzhou's modern agricultural technology innovation highland should be positioned as a seed industry new variety creation center,food technology innovation center,agricultural technology innovation talent highland,technology integration and transformation innovation center,agricultural new equipment creation center,and digital agriculture industry technology center,meet the national major scientific and technological strategic needs,and through a series of strategic measures to speed up the formation,such as targeting the forefront of modern agricultural technology development,focusing on the development of agricultural biological manufacturing,agricultural digital production,and food safety,organizing scientific and technological breakthroughs in key areas such as cold-chain logistics and industrialization of agricultural products processing and facility agriculture,and promoting the incubation and transformation of agricultural scientific and technological achievements.
