Based on the initial stage of patent application,this paper explores the framework system of pre-application evaluation of universities from the starting point of promoting the high-quality protection and transformation of achievements,focusing on the four directions of high technical value,market demand prospects,document drafting quality,and patent layout level.The study proposes a relatively complete framework,evaluation process,and plan for patent application pre evaluation,as well as a hierarchical management model based on evaluation results.It provides a comprehensive and feasible evaluation framework system for the pre-application evaluation of university patents and provides a boost for promoting the high-quality application and efficient transformation of university patents.
