Collaborative Mechanisms for Major Scientific and Technological Tasks:Comparative Analysis Based on the Cases of AIR-CAS and TIPC-CAS
Building an organizational operation mechanism for major scientific and technological tasks that coordinate collaborative research is an important way to reflect national strategic goals and optimize the allocation of scientific and technological resources.It is also an important way to give full play to the advantages of the new national system under the conditions of the socialist market economy.However,so far the academic community has not formed a systematic analysis framework based on the perspective of dynamic and operation mechanism of major scientific and technological tasks,and there are relatively few empirical studies on cross-department collaboration with scientific research departments as collaborative units.To this end,focusing on the interior of the national scientific research institutions and the horizontal relationships between departments,this paper selects the major scientific and technological tasks undertaken by the Aerospace Information Research Institute,CAS,and the Technical Institute of Physics and Chemistry,CAS as the research objects,analyzes their structural coordination mechanism,procedural coordination mechanism,and achievement coordination mechanism based on the structure-procedure-results analysis framework.The study finds that,to carry out major scientific and technological tasks,the fine classification of cooperation matters in specific fields and the joint collaboration with multiple subjects is the main embodiment of its horizontal collaborative organization mode;its target setting is targeted,stable,and has key time nodes and requirements,highlighting the guidance of the topic selection,among which the topic selection has top-down and bottom-up ways;both are based on the technical resource reserve,under the traction of the national strategic demand,from the theory to the engineering collaborative research mode;its evaluation system is oriented to the output of major achievements,and will make dynamic adjustments according to the process nodes and objectives;in addition,the stable maintenance of its scientific and technological achievements cannot only rely on the relevant research teams or task supporting units.On these grounds,the following suggestions are proposed:establishing a mechanism for decomposition and implementation of major scientific and technological tasks;determining the source of topic selection for major scientific and technological tasks through a combination of top-down and bottom-up;establishing a resource integration mechanism integrating key technologies,original innovation,and engineering;establishing a differentiated and diversified flexible classification incentive mechanism and strengthening the sustainability of cross-field and interdisciplinary cooperation mechanisms.
