The Action Mechanism of Openness and Innovation in Green and Low-carbon Development of Urban Agglomerations:Taking the Beijing-Tianjin-Hebei Region as an Example
Against the backdrop of carbon peaking and carbon neutrality,promoting green low-carbon transformation and achieving sustainable development have become a global social consensus.Openness and innovation,as important drivers of economic development,play crucial roles in the green and low-carbon development of urban agglomerations.Currently,there is limited research on the carbon emissions of China's important economic growth pole,and there is also a lack of research on the interaction between openness and innovation and their environmental impacts.Therefore,in order to scientifically identify the influencing factors and mechanisms of green and low-carbon development in the Beijing-Tianjin-Hebei urban agglomeration and promote better regional carbon emission reduction,this paper empirically examines the relationship between openness,innovation,and carbon emission intensity based on panel data from 13 cities in the Beijing-Tianjin-Hebei region from 2010 to 2021.It also introduces interaction terms between openness and innovation to further investigate their mechanisms in promoting green and low-carbon development in the Beijing-Tianjin-Hebei urban agglomeration.The results reveal that FDI may introduce industries with high carbon emissions,significantly promoting the increase of carbon intensity;trade openness has a restraining effect on carbon intensity,but it is influenced by the level of urban economic development;innovation has a significant inverted U-shaped relationship with carbon intensity,with the positive effect of innovation on reducing carbon intensity only manifesting once a threshold of 1.78 is reached,and in 2021,the innovation level of the 13 cities in the Beijing-Tianjin-Hebei urban agglomeration exceeded this turning point value,entering the stage of innovative carbon reduction;the interactions of FDI,trade openness,and innovation can restrain carbon intensity,but their effects vary,FDI and trade openness have moderating effects on the non-linear relationship between innovation and carbon intensity,with FDI and trade openness respectively showing weakening and strengthening effects on this relationship.Finally,recommendations are provided to promote green and low-carbon development in the Beijing-Tianjin-Hebei urban agglomeration,including optimizing the foreign investment attraction policy system,accelerating trade openness,focusing on cultivating high-quality talents,increasing innovation input levels,balancing the relationship between openness and innovation,and maximizing the external effects of FDI technology spillovers.
