摘要

利用 2008-2021 年中国 268 个城市的人工智能(AI)芯片专利数据,以国家大基金作为一项准自然实验,使用多期双重差分方法实证分析国家大基金对AI芯片产业创新绩效的影响及作用机制.研究发现,国家大基金能显著提升AI芯片技术创新数量和技术创新质量,引导效应是国家大基金促进AI芯片产业创新绩效提升的重要机制;国家大基金对AI芯片产业创新绩效的影响存在异质性,对产业链下游、东部地区、高等级城市和创新环境好的城市促进效果更优.

Abstract

Based on the patent data of AI chips in 268 cities in China from 2008 to 2021,this paper takes the National Integrated Circuit Industry Investment Fund as a quasi-natural experiment.It empirically analyzes the influence and mechanism of the National Integrated Circuit Industry Investment Fund on the innovation performance of the AI chip industry by using the multiphase difference-in-differences model.It is found that the National Foundation can significantly improve the quantity and quality of technological innovation of AI chips,and the guiding effect is an important mechanism for the National Integrated Circuit Industry Investment Fund to promote the innovation performance of the AI chip industry.The influence of the National Integrated Circuit Industry Investment Fund on the innovation performance of the AI chip industry is heterogeneous,and it has a better promotion effect on the downstream of the industrial chain,the eastern region,high-grade cities,and cities with good innovation environments.
