By demonstrating the legitimacy of the reform of the mixed ownership system for scientific and technological achievements in universities,it is shown that this reform is legal,reasonable,and necessary.Through questionnaires and literature review,it is found that there are implementation difficulties such as obstructed operation system,missing management system,unbalanced assessment system,and inadequate service system in the current mixed ownership system for scientific and technological achievements in universities.Based on the theory of hypercycle organization and guided by the actual needs of enterprises,we can optimize the implementation path by improving the operation system,establishing the management system,perfecting the assessment system,and implementing the service system of the mixed ownership system for scientific and technological achievements in universities.The optimized implementation path can effectively promote the implementation and popularization of the mixed ownership system for scientific and technological achievements in universities,and help the transformation of scientific and technological achievements in universities.
