The Impact of Digital Economy on the High-Quality Economic Development Under the Carbon Peak and Carbon Neutrality Goals
High-quality economic development requires considering not only economic growth,but also the adverse effects on the environment and climate.The digital economy provides sustainable green innovation for achieving the carbon peak and carbon neutrality goals and promoting high-quality social and economic development.Different from previous relevant studies,this paper takes the perspective of carbon peak and carbon neutrality goals to establish a relevant evaluation index system considering pollutants and CO2 emission factors,uses the panel data from 30 provinces in China from 2013 to 2019 to calculate the high-quality economic development efficiency of each province by using the super-efficient SBM model,and conducts an empirical analysis to dig in the impact of the digital economy on the economy by establishing a benchmark regression model.Additionally,it tests the mediating effect of high-quality economic development on green technological innovation,and regional heterogeneity is examined.The results indicate that in the sample interval,the level of digital economy and high-quality economic development in eastern China is significantly higher than that in other regions,among them,both of the economic levels of Guangdong province scored higher.The digital economy has a positive impact on high-quality economic development,with a 1-unit increase in the digital economy leading to a 0.534-unit increase in high-quality economic development efficiency.The digital economy not only directly advances high-quality economic development,but also further promotes high-quality economic development by improving green technological innovation,,among which the intermediary effect of green technology innovation is 0.064,accounting for 9.668%of the total effect.The impact of the digital economy on high-quality economic development is greater in the western region than in the eastern region,while the promoting effect of digital economy is not significant in the central and northeastern regions.Therefore,China should develop more digital technologies and continue to advance the digital economy process,enhance the full flow of green technological innovation across regions through open information and technology sharing,and all regions should develop the digital economy according to local conditions.
