Comparative Study on the Talent Attraction Policy for the Hong Kong-Macao Talents and Chinese Mainland Talents Under the Background of Talent Highland Construction in the Guangdong-Hong Kong-Macao Greater Bay Area
Due to the differences in the characteristics and attributes of talents from Hong Kong and Macao and those from Chinese mainland,there are major differences in the talent attraction policy of the cities in the Guangdong-Hong Kong-Macao Greater Bay Area regarding these two types of talents,and such differences will affect the results of the policy evaluation on a large level.For this reason,from the perspective of the territorial classification of talents,this paper takes Guangzhou,Shenzhen,and Zhuhai as examples to analyze the talent needs of different cities in the Guangdong-Hong Kong-Macao Greater Bay Area,and combines them with the M.Mclaughlin's interaction model of public policy implementation to comparatively analyze the similarities and differences of talent attraction policy for the Hong Kong-Macao talents and Chinese mainland talents from the perspective of the interests of the policy implementers and the policy recipients,and also analyzes the reasons for the implementation of different talent attraction policy from the perspective of mutual debugging between policy implementers and policy recipients.The study finds that,according to the three dimensions of market mechanism,demand,and resource allocation of talents,the Guangdong-Hong Kong-Macao Greater Bay Area,as a place of policy implementation,is oriented to bring in high-end and precise talents from the Chinese mainland,while the talents bring in from Hong Kong and Macao is oriented to young talents as a breakthrough point,and tends to attract talents from science and technology fields,while the cultural fields are mostly targeted at talents from the Chinese mainland;the talents from both territories as policy recipients enjoy different degrees of personal tax concessions and housing purchase concessions.To further optimize and perfect the talent attraction policy of the Guangdong-Hong Kong-Macao Greater Bay Area,it is necessary to not only consider the interests of the policy implementers themselves,but also pay attention to the needs of the policy recipients.Specifically,it is necessary to improve the regional talent attraction mechanism and the cooperation mode of the governments of Guangdong,Hong Kong,and Macao for bringing in talents,promote the integration of the youth of Hong Kong and Macao in developing the Guangdong-Hong Kong-Macao Greater Bay Area,and further guide the young people of Hong Kong and Macao to firmly establish their political stance and promote the spirit of patriotism,so as to better build up China's talent strength.
