The Ecological Chain of Science and Technology Backyard and Rural Revitalization:Theoretical Construction,Practical Exploration,Guarantee Mechanism,and Practical Thinking
In 2009,China Agricultural University launched the Science and Technology Backyard(STB)model.Agricultural colleges and universities select high-quality professionals to provide on-site diagnosis,technical guidance,and multi-level services for agriculture,rural areas,and farmers in the fields.This operation model,which combines the integration of industry,university,and research in talent training in colleges and universities with serving rural areas,has become a national action due to its high coupling with the rural revitalization strategy,and has gradually been promoted in domestic agricultural colleges and universities.To this end,based on the perspective of rural revitalization,using the theory of educational ecology,taking the STB model carried out by domestic agricultural colleges and universities as the research object,the horizontal and vertical practices of STB entering the countryside and helping rural revitalization are summarized and analyzed.The study concludes that the ecological chain of STB connects four major subjects,five main lines and several secondary lines,the resources of each subject in its ecological chain system are organically circulated and converted to each other,realizing the integration of government,industry,university,research and application and jointly helping rural revitalization.The STB serves rural revitalization mainly with the education chain and service chain as the main lines in the vertical direction,and it is led by talent revitalization and industrial revitalization in the horizontal direction.The guarantee mechanism for the operation of STB ecological chain is mainly guided by the government at the macro level,supported by the market at the meso level,and hosted by universities at the micro level.Based on this,the author further develops the thinking and put forward ideas for the practical problems faced by the development of STB model,such as whether the site selection of the ecological circle for consolidating and expanding the results of poverty alleviation can be truly sinking,whether the participants in the ecological chain can be expanded,whether the flow of ecological chain resources can be transparent,and whether the endogenous generation of ecological chain talents can be implemented.
