数据要素对专精特新企业创新能力的影响

摘要
专精特新企业是中国式现代化产业体系的创新主力军,而数据要素作为数字时代经济社会发展的基础性生产要素,如何实现其赋能专精特新企业创新是值得关注的问题.为进一步对理解数据要素和专精特新企业的交互融合提供经验证据,为专精特新企业梯度培育机制提供理论参考,基于资源编排理论视角,选取 2017-2021 年中国A股专精特新上市企业数据为研究样本,运用普通最小二乘回归方法(OLS)分析数据要素对专精特新企业创新能力的影响效应.结果表明,数据要素显著提高专精特新企业创新能力,其中对专精特新企业创新能力提高的促进作用在高技术行业和处于竞争激烈环境中的专精特新企业更为显著,并通过提高研发人才集聚程度使专精特新企业有更强的动力提高创新能力;数据要素在短期内会增加专精特新企业运营成本,但在长期下对促进专精特新企业创新能力作用显著.据此,提出重视数据要素在专精特新企业中的融合应用、优化专精特新企业人才引进政策和内部资源配置、强化政府对专精特新企业创新投入行为的重视等对策建议.
Abstract
Specialized and sophisticated enterprises that produce novel and unique products are the main force of Chinese modern industrial system.While data elements,as the basic production factors for economic and social development in the digital era,how to enable them to achieve specialized and sophisticated enterprises innovation is a problem worth studying.In order to further provide empirical evidence for the interactive integration of data elements and specialized and sophisticated enterprises,and provide theoretical reference for the gradient cultivation mechanism of specialized and sophisticated enterprises,based on the perspective of resource orchestration theory,the data of A-share listed specialized and sophisticated enterprises from 2017 to 2021 are selected as research samples,and the ordinary least squares regression(OLS)is used to analyze the influence effect of data elements on the enterprises innovation ability.The results show that the data elements significantly improve the enterprises innovation ability,while this effect is more significant in the high-tech industry and a competitive environment.In addition,it improves the degree of R&D talent agglomeration to make the enterrises have stronger motivation to improve the innovation ability.Besides,data elements will increase the enterprises operating costs in the short term,but they will play a significant role in promoting the enterprises innovation ability in the long term.Accordingly,this paper puts forward countermeasures and suggestions for improving specialized and sophisticated enterprises innovation ability in the digital context,such as attaching importance to the fusion and application of data elements,optimizing the talent introduction policy and internal resource allocation,and strengthening the government's attention to the enterprises innovation investment behavior.
