Management Improvement Methods and Practices of the Major National Science and Technology Infrastructure:A Case Study of EAST
At present,China has made great achievements in the construction of major scientific and technological infrastructure.However,there is still a certain gap with the world-class infrastructure in operation management,the operation efficiency,whole process management method in the operation stage,and the post-evaluation management need to be further improved and optimized.The Medium-and Long-Term(2012-2030)Plan on Infrastructure Construction for China's Major Science and Technology Projects,released by the Party Central Committee,clearly proposes to improve the management system of major national science and technology infrastructure.These initiatives include standardizing and promoting construction,optimizing operation and management,formulating management methods that align with the characteristics and development principles of infrastructures,strengthening operational evaluation,and improving the operational efficiency of these infrastructures.Thus,conducting further research on the constructive strategies for scientific and efficient operation management,based on the practical experiences,is of great significance.The Institute of Plasma Physics of Hefei Institute of Physical Science,Chinese Academy of Sciences(ASIPP)has built China's first regular superconducting Tokamak(HT-7)and the world's first non-circular experimental advanced superconducting Tokamak(EAST).To better manage EAST,this paper analyzes the exploration and innovation practice of the EAST from three aspects:top-level design,experimental organization,and evaluation.The three-level management system has been established from the leadership,the physics and experimental operation department(PEOP)to the first-level system,aiming to implement unified plan and hierarchical management for more outputs,in accordance with the management theory of"plan-do-check-act",the whole process management mechanism of EAST operation cycle has been formed.Specially,based on domestic and international evaluations,the medium-and long-term,as well as short-term plans for infrastructures is developed.Additionally,a Department of Physical and Experimental Operations is established to lead the formulation of operational plans and objectives for the EAST device.Combining the composition of infrastructures and the operation needs,the ASIPP sets up a first-level system and makes outstanding young scientists in charge,dividing tasks and clarifying responsibilities.At the same time,the ASIPP strengthen the evaluation of facility operations and implement a series of improvement measures,such as improving the organization and management of basic research,and innovating models of international cooperation.According to the practice of the EAST,countermeasures and suggestions for the management and development of national major national science and technology infrastructure are proposed,including optimizing the scientific research organization model,improving management methods,strengthening team building,advancing worldwide openness and cooperation.
