我国关键核心技术攻关重要影响因素识别及作用类型

摘要
将识别关键核心技术攻关重要影响因素,并分析其因素作用类型.采用扎根理论编码方法提取关键核心技术影响因素并构建关键核心技术攻关影响因素模型,采用DEMEL方法分析重要影响因素,采用解释结构模型(ISM)方法分析重要影响因素的作用类型.最终得出国家实验室、政策、资金、战略科学家等 9 个关键核心技术攻关重要影响因素,将上述 9 个影响因素分为关键核心技术攻关的直接因素、间接因素和根本因素,并提出科技领军人才的独立自主培养与引进并重等 4 个建议.
Abstract
This paper will identify the important influencing factors of key core technology tapping and analyze the types of their factor roles.Adopting the method of grounded theory coding to extract the key core technology influencing factors and construct the key core technology attack influencing factor model,using the DEMEL method to analyze the important influencing factors,and using the ISM method to analyze the important influencing factors'role types.Finally,nine important influencing factors for key core technology development,such as national laboratories,policies,funds and strategic scientists,etc.,were derived,and the above nine influencing factors were categorized into direct,indirect and fundamental factors for key core technology development,and four suggestions were put forward,such as the equal importance of the independent and autonomous cultivation of scientific and technological leaders and the introduction of such talents.
