粤港科技创新券政策的比较分析与优化策略
A Comparative Analysis and Optimization Strategy of Guangdong and Hong Kong Science and Technology Innovation Voucher Policy

摘要
以广东和香港科技创新券政策为研究对象,运用比较分析法,从资助对象、资助服务范围、资助方式、标准与流程、资助资金管理等方面,深入分析粤港科技创新券的差异.分析结果表明:(1)广东科技创新券资助对象比香港更加多元,但门槛条件较高;(2)广东科技创新券资助的服务定义与香港相比不够清晰;(3)粤港科技创新券资助方式、标准和流程差异总体较大;(4)香港科技券资助资金管理相比广东更加规范,基本覆盖项目全过程.最后,为推动粤港科技创新券的互通互兑,对两地完善科技创新券政策提出若干对策建议.
Abstract
Taking the science and technology innovation voucher policies of Guangdong and Hong Kong as the research object,the comparative analysis method was used to conduct an in-depth analysis of the differences between Guangdong and Hong Kong science and technology innovation vouchers in terms of funding objects,funding service scope,funding methods,standards and processes,and fund management.The analysis results show that:(1)Guangdong's science and technology innovation voucher funding targets are more diverse than those in Hong Kong,but the threshold conditions are higher;(2)The definition of services funded by Guangdong science and technology innovation vouchers is not clear enough compared with Hong Kong;(3)The funding methods,standards and processes of Guangdong and Hong Kong's science and technology innovation vouchers are generally quite different;(4)Hong Kong's science and technology voucher fund management is more standardized than in Guangdong and basically covers the entire project process.Finally,in order to promote the interoperability of Guangdong and Hong Kong science and technology innovation vouchers,several countermeasures and suggestions are put forward for the two places to improve their science and technology innovation voucher policies.
