Evaluation of Breakthrough Innovation Ability of Urban Agglomeration in China:An Empirical Study on Changsha-Zhuzhou-Xiangtan Urban Agglomeration
In order to promote the construction of the global R&D center of Changsha-Zhuzhou-Xiangtan urban agglomeration with Changsha as the core,the development data of Changsha-Zhuzhou-Xiangtan urban agglomeration from 2010 to 2021 are selected to construct the SMIOE evaluation model of breakthrough innovation capability of urban agglomeration from five dimensions:breakthrough innovation support,innovation management,innovation input,innovation output and innovation environment.17 core evaluation indexes are selected by using the information contribution rate analysis method and the breakthrough innovation capability index of Changsha-Zhuzhou-Xiangtan urban agglomeration is calculated by using cross entropy weight-TOPSIS method.The results show that the SMIOE evaluation model can objectively reflect the real level of breakthrough innovation ability of urban agglomeration.The breakthrough innovation ability of Changsha-Zhuzhou-Xiangtan urban agglomeration is generally uneven and the development level is low.Except Changsha,Zhuzhou and Hengyang,the other five city indexes decreased in the shape of"M"and inverted"V"respectively from 2010 to 2021.The cities with high breakthrough innovation ability are mainly concentrated in the northeast of Hunan Province.Finally,based on the research conclusion,suggestions for the development of breakthrough innovation capabilities in the Changsha-Zhuzhou-Xiangtan urban agglomeration are proposed from three aspects of establishing comprehensive innovation,collaborative innovationand and key innovation.It provides reference for promoting the early formation of innovative community around Changsha-Zhuzhou-Xiangtan urban agglomeration.
