Characteristics and Optimization Paths of the Performance Evaluation System of New R&D Institutions
Using content analysis and Nvivo 12,this study conducts a three-tier coding analysis of 65 policy documents related to NRDIs performance evaluation issued by 18 provinces(autonomous regions,municipalities),the Xinjiang Production and Construction Corps,and 17 prefecture-level cities.The analysis focuses on the key elements of the evaluation system,evaluation orientation,and existing problems.The findings reveal that the performance evaluation system for NRDIs mainly consists of five core elements:evaluation subject,evaluation object,evaluation concept,evaluation form,and feedbacks on results,characterized by a strong evaluative nature.The indicator system guides NRDIs towards open innovation,yet the strategic application of evaluation results is lacking.However,the systematic,rational,and feasible aspects of the classification evaluation system,selection of evaluation indicators,and evaluation cycles need improvement.Consequently,the study suggests that the performance evaluation of NRDIs should emphasize the construction of supporting intellectual property rights systems and other complementary policies,to assist NRDIs to cross the"valley of death"in technological innovation and to drive regional industrial transformation and upgrading.
