To promote the enhancement of technological innovation capabilities in urban agglomerations,the DEA-Tobit two-step method was employed to measure the efficiency of scientific and technological resource allocation in the high-tech industries of the Beijing-Tianjin-Hebei,Yangtze River Delta,and Pearl River Delta urban agglomerations from 2010 to 2021,both horizontally and from the perspective of input and output,and a comparative analysis was conducted.Taking the Beijing-Tianjin-Hebei urban agglomeration as an example,the main factors affecting the efficiency of scientific and technological resource allocation in urban agglomerations were analyzed.The research found that:(1)Horizontally,among the three urban agglomerations,the Beijing-Tianjin-Hebei has the highest comprehensive efficiency in the computer and office equipment manufacturing industry,while the Yangtze River Delta and the Pearl River Delta have higher efficiency in the allocation of scientific and technological resources in the other two high-tech industries.(2)In terms of influencing factors,taking the Beijing-Tianjin-Hebei urban agglomeration as an example,the level of regional economic development has a significant positive impact on the efficiency of scientific and technological resource utilization,while the impact of government investment in science and technology is negative.The influencing factors of the three urban agglomerations are relatively small.Finally,suggestions for the development of high-tech industries in Chinese urban agglomerations are proposed:First,actively adjust the industrial structure and establish a complete industrial chain.Second,deepen high-level regional opening up and transform the mode of technology introduction.Third,focus on high-tech talents to provide talent support for high-tech industries.Fourth,strengthen the integration of scientific and technological financial resources and increase financial support for high-tech industries.Fifth,continuously improve the evaluation system for the output of scientific and technological achievements.
