Research on the Influencing Factors of the Effectiveness of"Open Competition Mechanism to Select the Best Candidates"of Science and Technology Projects from the Perspective of the Whole Process:Analysis Based on Hybrid QCA Method
This study uses 194 questionnaires on the effectiveness of"Enlisting and Leading"of science and technology projects from the Beijing-Tianjin-Hebei region,the Yangtze River Delta region,the Pearl River Delta region and other developed manufacturing regions as a sample,and mixes clear-set qualitative comparative analysis(csQCA)and fuzzy-set qualitative comparative analysis(fsQCA)to investigate the factors influencing the effectiveness of science and technology projects and their improvement paths.The QCA methodology is able to identify different causal pathways that lead to the high effectiveness of science and technology programs,which is not available in traditional statistical analysis methods.The study found that:individual antecedent conditions do not constitute the necessary conditions for high effectiveness of"Enlisting and Leading"of science and technology projects;there are 7 configuration paths that drive the high effectiveness of"Enlisting and Leading",of which the project type,the form of the list,and the funding policy are the most important core antecedents for the high effectiveness of science and technology projects.Each factor is effectively combined to improve the effectiveness of"Enlisting and Leading"of science and technology projects in a"different path to the same goal".
