Empirical Exploration into the Development of High-Level Talent Hubs in the Guangdong-Hong Kong-Macao Greater Bay Area Within the Context of Fostering New Productive Forces:Based on the Perspective of Quantitative and Policy Analysis of the Characteristics
To precisely assess the status of the talent hub development in the Guangdong-Hong Kong-Macao Greater Bay Area and the trends in the region's new-quality productivity evolution.This study views the analysis through the lens of highly cited scientists'demographic metrics and policy implications,employing a range of approaches including bibliometrics,benchmarking,and data visualization to examine the Guangdong-Hong Kong-Macao Greater Bay Area's representation on global lists of highly cited scientists.The analysis primarily focuses on the distribution of personnel,talent mobility,key disciplines,and policy provisions.The findings reveal issues in the talent hub development of the Guangdong-Hong Kong-Macao Greater Bay Area,including uneven distribution and impeded mobility of high-level innovative talents,a scarcity of core scientific and technological innovators in certain crucial fields,a lack of versatile high-level professionals,and inadequate systematic policy integration.Accordingly,this paper recommends the establishment of a flexible talent mobility mechanism within the Greater Bay Area,the creation of an integrated talent support system encompassing science,education,industry,and talent,the development of a high-level,full-cycle,echelon-style talent team,and the enhancement of a service-oriented talent assurance system.
