Measurement and Enhancement Strategies for Collaborative Innovation Levels in Eastern and Western Regions:A Case Study of Ningxia and 10 Eastern Provinces
This study constructs a comprehensive science and technology collaborative innovation indicator system for Ningxia and the eastern provinces,utilizing the entropy method to determine the weights of various indicators.By systematically examining the collaboration between Ningxia and ten eastern provinces from 2017 to 2021,with data sourced from the China Statistical Yearbook and the China Statistical Yearbook on Science and Technology,the study assesses the levels of overall innovation and collaborative innovation.The findings reveal significant improvements in the level of scientific and technological collaborative innovation between Ningxia and the eastern regions.However,Ningxia still exhibits a considerable gap in the overall innovation level compared to the eastern regions.Collaborative innovation between entities in the East and West has notably enhanced Ningxia's regional innovation capability,highlighting the essential role of regional collaborative innovation.To achieve synergistic development in scientific and technological innovation,the study proposes four strategic aspects:enhancing resource allocation intensity,promoting talent mobility,driving effective innovation outputs,and strengthening collaboration among entities and regions.These findings not only provide empirical support for scientific and technological collaborative innovation between Ningxia and the eastern provinces but also offer specific strategies and suggestions for narrowing the development gap between the East and West,promoting technological and knowledge exchange,and accelerating regional economic development.
