Technical Standardization Efficiency of Telecommunication Enterprises Based on Two-Stage DEA Model with Shared Inputs
From the perspectives of technical standard R&D investment and standardization business results output in the telecommunication industry,an evaluation index system for standardization efficiency of telecommunication enterprises is proposed.A two-stage data envelopment analysis model under variable scale remuneration is constructed to measure the technical standard R&D efficiency and standardization results transformation efficiency of telecommunication enterprises.The empirical analysis covers the input-output data of Huawei and ZTE from 2010 to 2020.The results show that the overall efficiency of technical standardization of the two companies is high,and the efficiency of individual years in sub-stages is low.In the R&D stage of technical standards,the average value of Huawei's efficiency is lower than the average value of ZTE's efficiency;in the transformation stage of standards,the average value of Huawei's efficiency is higher than the average value of ZTE's efficiency.Finally,based on the results of the study,a number of recommendations are made to improve the efficiency of standardisation,such as optimising the input and utilisation of resources,joining standardisation consortia and organising and participating in standardisation activities.
