Measurement and Improvement Path of Scientific and Technological Resource Allocation Efficiency of Government-Affiliated Research Institutions:Study Based on a Three-Stage DEA
Government-affiliated research institutions are important carriers to strengthen the national science and technology strategy,and clarifying the influencing factors and path selection of their science and technology resource allocation efficiency can effectively improve the efficiency of their science and technology resource allocation,effectively support the development of national science and technology innovation.However,it is still not clear about the internal operation mechanism of high(non-high)technology resource allocation efficiency triggered by multiple factors.Meanwhile,the methods adopted by relevant research institutes are greatly affected by the external environment and random disturbance factors of the decision-making unit,which cannot reflect the true efficiency level of the decision-making unit.Therefore,the three-stage data envelope analysis(DEA)and fuzzy set qualitative comparative analysis method(fsQCA)are considered,and the configuration analysis perspective is adopted to further expand the existing relevant research.According to the relevant national statistical yearbook and regional science and technology innovation evaluation report,this paper constructs the index system of measuring the efficiency of scientific and technological resource allocation of government-affiliated research institutions including input index,output index,and environmental index based on the three-stage DEA model,also selects six factors that affect the efficiency of scientific and technological resource allocation of government-affiliated research institutions with the fuzzy-set qualitative comparative analysis(fsQCA)method,measures the efficiency of scientific and technological resource allocation of government-affiliated research institutions in 31 provinces of China,and discusses the necessary conditions for explaining the efficiency of high and non-high scientific and technological resource allocation.The study finds that the efficiency of scientific and technological resources allocation of government-affiliated research institutions is affected by the environment,while after excluding the environmental factors,the allocation efficiency of government-affiliated research institutions in the western region decreases obviously,and the impact of environmental factors on the western region is much greater than that in the eastern region.In addition,the efficiency of scientific and technological resource allocation is the result of multiple complex conditions.There are three driving paths for high-level allocative efficiency:talent-environment co-drive development(S1),allocation-scale drive(S2),and fundamental research-oriented(S3),and there are some similarities among the three,in which the paths of S1 and S3 emphasize the core role of industry-university-research cooperation level,talent intensive,and scientific and technological innovation atmosphere,while path S2 emphasizes the configuration-scale level,non-basic research-oriented core conditioning.For the non-high-level allocative efficiency path,the absence of allocative scale,the absence of industry-university-research cooperation,and the absence of an atmosphere of scientific and technological innovation are all the core conditions affecting the improvement of efficiency.To be specific,in both NS1 and NS2 paths,high government support plays a general role,but high government support does not bring high technology resource allocation efficiency.It's worth noting that in addition to the lack of necessary environmental conditions,excessive government funding is the key to restricting the improvement of resource allocation efficiency.Therefore,government-affiliated research institutions in regions with low efficiency of scientific and technological resources allocation should not rely too much on government financial funds,but should constantly improve the depth and breadth of their own level of industry-university-research cooperation;at the same time,local governments should adapt measures to local conditions and establish a scientific and technological resource allocation system suitable for government-affiliated research institutions.
