新质生产力视域下碳排放权交易对绿色高质量发展的影响研究

摘要
为揭示碳排放权交易对绿色高质量发展的影响效应,为空间资源整合及缩小区域经济发展差距提供理论参考,从绿色高质量发展体系视角切入,系统研究碳排放权交易对绿色高质量发展的影响及空间溢出效应.将中国政府施行的碳排放权交易试点视作准自然实验,在新质生产力视域下,从技术创新、产业结构、居民生活与绿色发展 4 个维度构建绿色高质量发展评价指标体系,选取 2006-2021 年中国 30 个省份的面板数据,运用多期双重差分法和空间杜宾模型进行实证检验.结论如下:(1)碳排放权交易显著促进绿色高质量发展,有利于推动新质生产力发展;(2)碳排放权交易通过推动技术创新、产业结构升级与居民生活水平改善促进绿色高质量发展;(3)碳排放权交易的绿色高质量发展效应存在自东部、中部、西部梯度递增的区域异质性;(4)碳排放权交易对绿色高质量发展存在"本地—邻地"正向空间溢出效应.根据实证结论,从有序渐次拓展碳排放权交易范畴、因地制宜规划差异化碳排放权交易实施制度、促进区域空间协同联动等方面提出相应对策建议.
Abstract
To reveal the transmission mechanism of carbon emissions trading on green high-quality development,provide theoretical reference for spatial resource integration and narrowing of regional economic development gap,from the perspective of green and high-quality development system,the impact of carbon emission trading on green and high-quality development is systematically studied.Consider the Chinese government's pilot carbon emission trading program as a quasi-natural experiment,this paper constructs a green high-quality development index system consisted of four aspects of technical innovation,industrial structure,residents'livelihood,and green development under the perspective of new quality productive forces.According to the panel data of 30 provinces in China from 2006 to 2021,the multi-period difference-in-difference method and spatial Durbin model is adopted to carry out empirically examination.The conclusion is as follows:(1)Carbon emissions trading significantly promotes green and high-quality development,which is conducive to the development of new quality productive forces.(2)Carbon emissions trading promotes green and high-quality development by promoting technological innovation and industrial structure upgrading,and improving the living standard of residents.(3)The green and high-quality development effect of carbon emissions trading exhibits regional heterogeneity with increasing gradients from the eastern,central,and western regions.(4)Carbon emissions trading has a positive spatial spillover effect of"local-neighbourhood"on green and high-quality development.Corresponding countermeasures and suggestions are proposed from the aspects of orderly and gradually expanding the scope of carbon emission trading,planning differentiated carbon emission trading implementation systems according to local conditions and enhancing regional spatial coordination and linkage.
