Reform Trends,Challenges,and Countermeasures for Chinese Evaluation Mechanism of Basic Research Talents
Evaluating talent in basic research is challenging due to the unique characteristics of this field,requiring a nuanced understanding of its distinct nature.However,in China,the concepts of"basic research"and"basic research talents"are not clearly defined,and existing research has not adequately addressed evaluation mechanisms that align with the unique characteristics of basic research.In recent years,the reform of the talent evaluation mechanism for basic research in China has been continuously deepened and has achieved certain results.Based on the important instructions of the Central Committee of the Communist Party of China on deepening the reform of the basic research system and mechanism,and in response to the current problems of insufficient understanding,inadequate innovation,and incomplete implementation of the reform of the basic research talent evaluation mechanism,this paper aims to further guide a correct understanding of the characteristics of basic research,gradually shift towards a trust based basic research talent evaluation mechanism,and optimize the scientific and operational nature of evaluation indicators to provide policy recommendations for accelerating the reform of the evaluation mechanism for basic research talents in China.It outlines the reform process of China's basic research talent evaluation mechanism and summarizes key experiences,including the definition of differentiated classification evaluation principles,the emphasis on assessing representative achievements with a focus on innovation value,ability,and contribution(referred to as the"three dimensions"),and the more detailed implementation plans.Furthermore,an investigation of five reform pilot units reveals challenges in the evaluation mechanism,including the establishment of three-dimensional indicators,balancing the relationships between evaluation frequency and cycles,individual and collective evaluations,and enhancing the standardization of the evaluation process through the creation of new standards.Finally,based on an analysis of relevant international experiences,the countermeasures and suggestions are provided to further optimize the talent evaluation mechanism of Chinese basic research.These include guiding a more accurate understanding of the characteristics of basic research,gradually changing to a trust-based evaluation system,improving the scientific validity and practicality of evaluation indicators,and determining more scientific and reasonable evaluation cycles.
