中国区域科技成果转移能力评价及时空格局演化

为深入探究中国区域科技成果转移能力的时空演化特征,推动创新驱动发展战略实施,文章基于改进熵值法测度了 2011-2021年区域科技成果转移能力,运用空间趋势面法和探索性空间数据分析法深层次探析了其时空格局演化.研究发现,中国区域科技成果转移能力整体水平不高且省份差异化明显,呈现出由西向东的"人"字型演化趋势、由北向南的倒"U"型演化趋势,在空间趋势面上呈现出"西低东高,北降南升"的空间分异特征,并在探索性空间上呈现出显著的全局和局部的正向空间集聚特征.最后,结合研究结论给出相应对策建议.
Research on the Evaluation of China's Regional Scientific and Technological Achievements Transfer Capabilities and the Evolution of Spatial and Temporal Patterns
With the advancement of China's high-quality development,new quality productivity led by innovation has become a key driving element to lead innovative and sustainable development.The transfer of scientific and technological achievements is an inevitable requirement of industrial division of labour and transformation of achievements,a necessary way of landing scientific and technological achievements,and a key link in realizing technological innovation and promoting economic development.At the present stage,there is still a big difference in the ability of transferring scientific and technological achievements among Chinese provinces,which limits the synergistic development of regional economy with high quality.In order to deeply explore the spatiotemporal evolution characteristics of China's regional scientific and technological achievements transfer capabilities and promote the implementation of the innovation-driven development strategy,Based on the research of previous scholars and the connotation and main influencing factors of scientific and technological achievements transfer,a comprehensive evaluation index system of scientific and technological achievements transfer capacity was constructed from five aspects with 20 indicators.This paper measures the regional scientific and technological achievement transfer capacity from 2011 to 2021 based on the improved entropy method,and uses the spatial trend surface method and exploratory spatial data analysis method to deeply analyze its spatiotemporal pattern evolution.The study finds that the overall level of China's provincial ability to transfer scientific and technological achievements is not high and provincial differences are obvious,showing a herringbone evolution trend from west to east and an inverted"U"shaped evolution trend from north to south,and continue to cluster on the eastern seaboard.The spatial trend shows the spatial differentiation characteristics of"low in the west and high in the east,falling in the north and rising in the south",with obvious differences between the east and west,and expanding differences between the north and the south.It shows significant global and local positive space aggregation characteristics in the exploratory space,and there is a strong spatial locking effect in the pattern of local spatial agglomeration associations.Finally,corresponding countermeasures and suggestions are given based on the research conclusions.
