Quantitative Evaluation of Provincial Scientific and Technological Achievements Commercialization Policies in China:Based on PMC Index Model
Policies for the commercialization of scientific and technological achievements require adequate and effective policy system support.The quantification of policy texts can provide reference for the formulation and improvement of policies,and promote the precise development of policies for the commercialization of scientific and technological achievements.By constructing a multi-dimensional evaluation index system to evaluate the level of provincial scientific and technological achievements transformation policies in China,this research provides reference for provincial governments to further optimize scientific and technological achievements transformation policies and promote the smooth commercialization of scientific and technological achievements.Based on the high-frequency words of provincial scientific and technological achievements transformation policies in China since 2015,the evaluation index system of science and technology achievement transformation policy,which includes 9 first-level indicators and 42 second-level indicators,is constructed,and the provincial science and technology achievement transformation policy text is quantitatively evaluated by PMC index model.The results show that the average PMC index of provincial of 30 provinces,autonomous regions,and municipalities directly under the Central Government in China is 7.57 points,and the overall policy is at a good level.However,there are still five common problems:uneven structure of policy tools,incomplete consideration of policy perspectives,insufficient content of policy objectives,simplification of policy objects,and imperfect policy guarantee means.Targeted suggestions are put forward such as optimizing the structure of policy tools,broadening policy perspectives,improving policy objectives,enriching policy objects,and improving policy guarantee means.
