Analysis on the Current Situation of the Construction of New R&D Institutions in Shandong Province and the Problems with Financial Support
Currently,new R&D institutions are an important part of the regional innovation system and national strategic scientific and technological strength.They bear the historical mission of promoting the construction of an innovative country and achieving high-level scientific and technological self-reliance.Finance is the foundation and important pillar of national governance and plays a vital role in promoting the construction of new R&D institutions.The paper firstly starts from the provincial level of Shandong Province,focusing on sorting out the number and scale,spatial layout,industrial configuration and talent resource agglomeration of new R&D institutions in Shandong Province.Secondly,from the perspective of financial support,the necessity and policy tools of financial support for the construction of new R&D institutions are analyzed,and the problems existing in financial support for the construction of new R&D institutions are pointed out.Finally,safeguard measures are put forward to accelerate the high-quality development of new R&D institutions from the aspects of focusing on independent development of institutions,focusing on highlighting investment benefits,focusing on adhering to system concepts,and gradually improving supporting measures.
