The Impact Mechanism of Scientific and Technological Support on the Handling Level of Public Health Emergencies:Configuration Analysis Based on fsQCA Method
Science and technology support is an important engine for responding to public health emergencies.How to improve emergency management capabilities through the construction of a scientific and technological support system is an urgent problem that needs to be solved.Starting from the"Technology Organization Environment"(TOE)framework and based on NCA and fsQCA analysis methods,this paper explores the impact mechanism of scientific and technological support on the level of handling of public health emergencies in China.The data for this study were sourced from the health commissions,National Bureau of Statistics,Ministry of Finance,Ministry of Education,National Medical Products Administration,National Internet Information Office,and regional public information across 30 provinces in China,focusing on their response to public health emergencies in 2021.The study found that:biomedical innovation,digital technology innovation,monitoring and early warning capabilities,and the industrial environment for transformation of results are necessary conditions that affect the level of handling public health emergencies;there are four types of driving paths for the configuration of high-level response to public health emergencies,namely technology-policy driven,digital innovation driven,institutional innovation driven and early warning driven.These paths will help respond to public health emergencies,protect public health,promote social stability,and promote the new development of"Healthy China".
