The Development Trends,Collaborative Models,and Governance Pathways of Regional Science and Innovation Corridors
The science and innovation corridor is a significant strategy in China for advancing technological innovation and regional integration,with collaborative governance being a key opportunity for its high-quality development.However,due to the complexity of intergovernmental collaboration,the diversity of regional interests,and the underdeveloped state of collaborative governance mechanisms,the operational mechanisms and evolutionary trends of intergovernmental collaboration within China's science and innovation corridors remain unclear.Using web scraping technology,143 policy documents related to regional science and innovation corridors across the country from 2016 to 2023 are selected as the research sample,to examine the formation mechanisms and governance pathways of intergovernmental collaboration within these corridors by analyzing five key aspects:the number of documents,policy timelines,policy actors,policy tools,and industrial layout.The findings reveal issues such as imbalanced development in policy-making entities and policy tools.It recommends strengthening regional resource allocation,optimizing policy formulation and implementation mechanisms,and enhancing market-oriented approaches to build a multi-level collaborative governance system that enhances regional innovation capacity.
