Research on the Current Situation,Problems,and Development Path of Industry-University-Research Cooperation of New Research and Development Institutions of Universities from the Perspective of Soft and Hard Resources Coordination
To optimize the university education and talent training system,and to enhance industry-university-research collaboration within new R&D institutions in universities,it is crucial to establish a collaborative drive between soft and hard resources,such as innovation and entrepreneurship education,teaching methodologies,and talent development systems.An analysis of the current state of these resources in universities,both domestically and internationally,reveals a synergistic and complementary relationship between soft and hard resources.This synergy is essential for fostering effective industry-university-research collaboration in new R&D institutions.However,several issues remain within Chinese universities'new research and development institutions,particularly in terms of key resources,development orientation,policy frameworks,and distribution mechanisms.These issues include imperfect top-level design and layout,uneven resource distribution,and discrepancies in the investment in soft resources versus hard resources,such as scientific research platforms and equipment.These challenges stem primarily from the inadequate collaborative integration of soft and hard resources,which fails to meet the demands of industry-university-research cooperation.Therefore,it is necessary to improve the ecosystem for industry-university-research collaboration.This involves clarifying the functional roles of various stakeholders,promoting resource sharing,and establishing a model of collaboration driven by a well-balanced integration of soft and hard resources,supported by a robust management and talent development system.
