Policy Change and Development Trend of Overseas High-Level Talents in Guangdong Province
Overseas high-level talents are a key resource for China to participate in international competition.In the context of Guangdong Province's in-depth promotion of the talent-strong province construction,studying the evolution and development trends of policies for overseas high-level talent in Guangdong province can help identify the gradual changes in social needs and the dynamic adjustments in government strategies.This provides a theoretical basis and practical guidance for optimizing future policies,and provides valuable experience for other regions in creating mechanisms to attract and retain high-level overseas talent.This paper focuses on policy documents from Guangdong Province over the past three decades(1993-2022),uses quantitative analysis approach to explore the pathways of policy evolution and the characteristics of policies at different stages.The findings indicate that Guangdong's policies regarding overseas high-level talent have evolved through three phases:the initial establishment phase,the gradual improvement phase,and the innovative development phase.The characteristics of policy evolution include a gradual focus on high-caliber talent,a shift in support toward industry,and a policy orientation shifting from management to service and from recruitment to attraction.Based on these findings,the future development trends of Guangdong's policies for overseas high-level talent are expected to focus more on attracting talent in key areas,emphasizing the coordinated development of the Guangdong-Hong Kong-Macao Greater Bay Area,and a greater emphasis on the industrial sector's introduction of overseas high-level talents.
