The Measurement and Analysis of Incubation Efficiency of China's National Science and Technology Enterprise Incubators
Currently,research on measuring incubation efficiency lacks a focus on national-level technology enterprise incubators as the subject of study.To deeply explore the incubation efficiency of national-level technology business incubators,accurately optimize the allocation of incubation resources for technology enterprises,and accelerate the development of new quality productive forces,an indicator system that reflects the direct inputs and outputs of technology enterprise incubation has been constructed.Using data from national-level science and technology enterprise incubators in 31 Provinces of China from 2018 to 2022 as the object,the BCC model and Malmquist index are applied to carry out both static and dynamic analyses of the incubation efficiency across different provinces and urban clusters.The results of the study show that:the overall efficiency of national-level science and technology enterprise incubators in 31 provinces is relatively low,with input redundancy in 27 provinces and output shortage in 26 provinces.The efficiency of national-level science and technology enterprise incubators in urban clusters follows the pattern of"Guangdong-Hong Kong-Macao Greater Bay Area>Chengdu-Chongqing>Beijing-Tianjin-Hebei>Yangtze River Delta".In general,urban integration development is beneficial for improving the efficiency of national science and technology enterprise incubators.The total factor productivity of national-level technology enterprise incubators shows a declining trend,indicating that their incubation capacity is reduced.Thus,to improve the incubation efficiency of national science and technology enterprise incubators,the following suggestions are proposed:optimizing the spatial layout,improving the development path and enhancing the management efficiency of these incubators.
