Experience Analysis of Guangdong Academy of Sciences Building Industrial Technology Research Institute Based on the New Pasteur's Quadrant
In recent years,the transformation of scientific and technological achievements have received increasing attention from the government and research institutions.As a new type of research and development institution in the new era,industrial technology research institute is a new force for the transfer and transformation of scientific and technological achievements in China,and its vigorous development has far-reaching significance for promoting regional innovation and industrial upgrading.This paper,based on the Pasteur's quadrant theory,takes the construction of the local industrial technology research institute of Guangdong Academy of Sciences as an example,and studies the co-construction and operation mode of the industrial technology research institute.It analyzes the governance rules and the successful experience of industrial technology research institute from the aspects of development concept,operation structure,implementation path and achievements.It provides a detailed analysis of the new research and development institution established by the Guangdong Academy of Sciences,which focuses on the transformation of scientific and technological achievements as its top priority.The institute has dual attributes of public welfare and marketization,and its achievement transformation work has the characteristics of accurately matching market demand,deep participation of multiple parties,diversified cooperation methods,and the support of technology finance for rapid development.Through"building platforms-gathering resources-nurturing ecology-attracting projects-promoting upgrading",it has constructed a"five in one"industrial technology innovation ecosystem.Finally,effective suggestions are proposed for the construction of other industrial technology research institutes from the following four aspects:Firstly,to do a good job in the top-level design of industrial technology research institutes,highlighting their functional positioning for the transformation of scientific and technological achievements and differentiated development paths.Secondly,we should focus on exploring new management mechanisms and activating the vitality of the market for the transformation of scientific and technological achievements.Thirdly,we need to balance the functions of public welfare and marketization to ensure the sustainable development of institutions.The fourth is to implement a dynamic evaluation and assessment system and a population classification evaluation system.
