知识产权保护、技术流动与国家创新能力

深入研究知识产权保护(intellectual property protection,IPP)在激励创新中的重要制度保障作用及其影响机制.首先构建包含 6 个一级指标、18 个二级指标的评价指标体系,综合纵向深度测量法、文本分析法测度 94 个经济体签署的 103 项自由贸易协定(FTA)中知识产权保护条款的保护深度;其次实证检验知识产权保护深度对国家创新能力的影响,选取贸易、外商直接投资(FDI)净流入及FDI技术转移等多指标分析技术流动在其中的作用效果,并分析技术距离的调节作用.结果表明:知识产权保护深度对国家创新能力的提升有显著的促进作用,且对中等收入和低收入国家的影响更为强劲;国际协定纳入及透明度对中等收入国家创新能力的提升作用更强;技术流动在IPP深度提升国家创新能力的过程中发挥中介作用,技术距离对IPP的创新促进作用产生反向调节效应.
Intellectual Property Protection,Technology Flow and National Innovation Capabilities
This paper aims to carry out deeply research on the important institutional guarantee role of intellectual property protection(IPP)in stimulating innovation and its influencing mechanism.Firstly,it constructs an indicator system including 6 first-level indicators and 18 second-level indicators,and combining the vertical depth measurement method and text analysis method,measures the protection depth of intellectual property protection clauses in 103 FTAs signed by 94 economies from 1993 to 2021.Second,it empirically tests the impact of IPP depth on national innovation capabilities,taking trade,net flow of foreign direct investment(FDI)and FDI technology transfer index as proxy variable of technology flow,examines the mediation effect of technology flow between IPP depth and national innovation capabilities,and then analyses the moderating effect of technological distance.The research results show that:the depth of intellectual property protection has a significant role in promoting the improvement of national innovation capabilities,and the impact is stronger on middle-income and low-income countries;analysis of middle-income countries shows that the inclusion of international agreements and transparency clauses have a stronger effect on improving national innovation capabilities;technology flow plays a mediating role in the process of IPP improving national innovation capabilities,and technological distance has a reverse moderating effect on the innovation promotion effect of IPP.
